New private e-procurement solution for French local authorities

Small and medium-size local authorities in France will soon be bale to use a new, off the shelf e-procurement platform built and operated by Dematis, a recently formed private company specialising in e-procurement services.

E-marchespublics.com has been designed to enable smaller councils in France to progressively e-enable their purchasing processes, in order to meet the target set by the decree of 30 April 2002 that public administrations will have to accept bids submitted electronically by 1 January 2005. The number of public bodies having already deployed e-procurement solutions remains nevertheless very limited, due to the prohibitive costs of developing tailored solutions or of signing up to most e-marketplaces, and to the limited amount of savings it would represent for many individual authorities. E-marchespublics.com aims to provide a more affordable and flexible solution to small and medium size authorities by offering them a progressive approach: implementing e-tendering first (publication of call for tenders and supporting documentation), and adopting a fully transactional module for online submission of bids afterwards, once the first phase has been assimilated by the authorities and their providers. According to the company, implementing a full e-procurement solution from the beginning would increase risks of failure, as traditional small local suppliers would probably reject it. E-marchespublics.com also enables local authorities to benefit from significant economies of scale for adopting e-procurement.
